ROLE OVERVIEW
The Finance Director is responsible for the financial management, compliance, and reporting of the NiWEMA programme across its full five-year life and 750,000-participant scope. The dual delivery model which is online (40%) and physical (60%), creates a complex financial architecture that includes LMS platform costs, implementing partner disbursements, field operations expenditure, trainer payments, venue costs, and cluster-level financial tracking alongside central programme costs. The Finance Director ensures that all funds are managed with the highest standards of accountability, transparency, and funder compliance, and provides financial leadership across the project team.
KEY RESPONSIBILITIES
● Lead all financial management activities for NiWEMA, including multi-year budgeting, forecasting, expenditure tracking, and financial reporting across both online and physical delivery streams.
● Manage financial disbursements to implementing partners for physical training delivery, ensuring compliance with sub-grant or service contract requirements and maintaining clear audit trails. ● Develop and implement financial tracking systems for cluster-based programme activities, ensuring expenditure can be disaggregated by delivery modality, participation model, and geographic location as required by the funder. ● Ensure full compliance with funder financial requirements, including adherence to approved budgets, procurement procedures, and financial reporting schedules.
● Prepare accurate and timely financial reports and reconciliations for the funder, EDC leadership, and the Project Director. ● Manage the programme's cash flow, fund requests, and disbursements, maintaining liquidity for field operations and partner payments across multiple locations. ● Oversee financial controls, internal audit readiness, and risk management across all programme expenditure, including field-level financial transactions. ● Lead internal and external audit processes, ensuring all documentation including partner financial reports is complete and compliant. ● Provide financial guidance and capacity building to programme staff and implementing partners on budget management and compliance requirements. ● Manage WHT and other applicable tax obligations across programme financial transactions in compliance with Nigerian law. ● Provide accurate information to the implementing partner.

QUALIFICATIONS & EXPERIENCE
● Master’s degree in Finance, Business Administration or Management
● Bachelor's degree in Accounting, Finance, or a related field. ACA, ACCA, or ICAN professional qualification required. ● Minimum of 15 years' progressive financial management experience, with at least 3 years managing finances for large-scale donor-funded programmes. ● Demonstrated experience managing sub-grant or implementing partner financial relationships. ● Strong knowledge of Nigerian financial regulations, tax obligations, and donor financial compliance frameworks. ● Experience managing budgets with both digital/platform cost components and field operations expenditure. ● Proficiency in financial management software and donor reporting systems.
